On 7th March, the Legislative Committee held its first consultative meeting on the Audit Bill of Bhutan 2016. The meeting was attended by the officials of the Royal Audit Authority (RAA), Office of the Attorney General and the Ministry of Finance. The meeting was chaired by the Hon’ble Member from Tashi Yangtse, the current Chairperson of the Committee.
After brief introduction on the rationale for proposing the Audit Bill of Bhutan 2016 by the Auditor General, a short presentation was made by the Legal Officer of the RAA covering mainly an overview of significant changes/amendments proposed in the Bill. It was informed that the Bill attempts to address issues in greater detail that the existing Act does not cover and upon enactment by the Parliament will repeal the existing Audit Act of Bhutan 2006.
The presentation was followed by question and answer session. The members and other participants provided general comments and views on the Bill and then sought preliminary clarifications on the constitutional, financial and human resource independence of the RAA. Among others, the members also commented on the establishment of the Advisory Board and the role played by the internal auditors.
Besides members, a total of twenty one officials attended the consultative meeting.
