54th Plenary

The National Council convened its 54th plenary session on 28th August 2017. The Chairperson of the National Council of Bhutan officially announced that the 20th Session of the National Council is scheduled to be held from 15th November 2017.

The plenary was convened to update the House on the progress review reports of the various committees and provided necessary comments and discussion to refine the report. Further, the briefing from the committees will support the members during their constituency visits in sharing and gathering of public views on the issues that the National Council is currently reviewing.

Hon. Tshering Dorji (Haa), Deputy Chairperson reported that the House Committee reviewed proposals of different committees to develop a Terms of Reference (ToR) of the different Committees. The House decided to finalize the ToR at the later dates.

Highlighting the proposal of the amendments made by the Good Governance Committee on the BICMA Bill 2017, Hon. Tharchen (Trongsa), the Chairperson of the Committee reported that the Committee during its review process has referred various international practices, and had organized about 13 consultative meetings with relevant stakeholders. Further stating that if need be the committee shall consult local and foreign experts on the issues.

Presenting the background on reviewing the issues related to Legal Aid to Indigent Person, Hon. Sangay Khandu (Samtse), the Chairperson of the Legislative Committee provided an overview on list of the legal documents reviewed, literature review and stakeholders meeting conducted by the Committee. He also shared the Committee’s finding from its recent trip to Singapore and Thailand and the draft recommendations of the Committee.

Subsequently, the Hon. Sangay Khandu (Gasa), Chairperson of the Economic Affair Committee presented the work progress review report on the amendments made by the Committee on the Anti-Money Laundering and Countering Financing of Terrorism Bill 2017. He said that most of the consultative meeting has been completed.

Hon. Member Kaka, Chairperson of the Foreign Relations Committee reported the committee is still in the process of seeking consultative meeting with the relevant stakeholders with regards to the Multilateral Agreement for the Establishment of an International Think Tank for Landlocked Countries.

Hon. Jigme Rigzin representing the Social & Cultural Affairs Committee and the Natural Resources & Environment Committee presented the assessment of access & use of G2C. He reported that the Committee has conducted exhaustive and comprehensive consultative meeting with 10 ministries and had prepared the research questions with the support of National Statistics Bureau and the Centre for Bhutan Studies. The House directed the Committee to proceed with the research works and have a pretest on the questionnaire.

Besides, the plenary also deliberated on the proposal for amendments in the Rules of Procedure, Term of Reference of the Committee and tax increase after Good & Services Tax amongest others.

The Committees shall present the final reports and screening of the constituency visit in the next plenary.
