The Social and Cultural Affairs Committee (SCAC) holds Consultative meeting with the Gross National Happiness Commission (GNHC)

The Social and Cultural Affairs Committee (SCAC) of the National Council met with the Gross National Happiness Commission (GNHC) to discuss on pressing issues concerning youth unemployment in Bhutan. The meeting commenced with welcome address by the Hon. Chairperson of the Committee followed by presentation from the GNHC.

The presentation covered youth unemployment trend at global, regional and national level. It also highlighted on the imbalance between economic growth in comparison to unemployment rate.  The presentation also covered on the targets and achievements of the 11th Five Year Plan with reasoning as to why the targets were not achieved with respect to employment of youths. GNHC attributed the factors to the ambitious targets set by the government, non-achievement of economic growth and failure to absorb enough youth job seekers in the 11th FYP programme. Despite these shortcomings, the Commission highlighted on positive figure of jobs created in the 11th FYP The data indicated that a total of 62759 jobs were created in the 11th FYP in various sectors. The Commission also shared major achievements under Five Jewels of Hydropower, Cottages and Small Industries (CSIs), Tourism, Agriculture and Mining.

The Commission also informed that various programmes are initiated in collaboration with the Ministry of Labour & Human Resources. It was understood that unemployment rate is highest among youths at Bachelor’s Degree level. It is projected that a total of 70469 job seekers would enter into the job market in the next 12th FYP. The Commission said that despite all these challenges and shortcomings, it is committed to working with various stakeholders in tackling the issue of unemployment in the Country.

The meeting adjourned after a short question & answer session.
