    The outgoing ambassador of India to Bhutan, His Excellency Mr. VP Haran called on the Chairperson of the National Council this afternoon. The Hon’ble Dy. Chairperson of the National Council and the Secretary General of the Council Secretariat were also present during the meeting.

    The Chairperson,  on behalf of the National Council of Bhutan and on his own behalf expressed his heartfelt gratitude to the outgoing ambassador for his contribution in further strengthening the bi-lateral relations between Bhutan and India and being instrumental in garnering support for the 11th Five Year of Bhutan. 

    H.E. Mr. VP Haran highlighted on the success of the various high level visits and implementations of the GoI assisted Projects in Bhutan that have taken place during his tenure. He also said that it was a rare privilege and a good experience for him to work with a neighboring country like Bhutan.

    After completing his 19 months as the Ambassador of India to Bhutan, H.E. Mr. VP Haran will be returning to India at the end of this month.

    The Social and Cultural Affairs Committee, as a part of their consultative meeting sought a presentation on the Narcotic Drugs, Psychotropic Substance and Substance Abuse Bill 2014 from the Bhutan Narcotics Control Agency (BNCA). Consequently, today, a team led by the Director General made the presentation to the members of the National Council.

    Besides, discussing various aspects of the Bill, the members also sought clarifications on the control of black marketing by the Agency at the border areas and the source of illicit drugs and other substances. Along the lines of professional services, the members inquired about the issues pertaining to relapse cases, capacity constraint in the rehabilitation and Drop-in-centres, lack of professional counseling and others.

    The Narcotics Drugs, Psychotropic Substance and Substance Abuse Bill 2014 was introduced and passed in the 3rd session of the National Assembly and the National Council shall deliberate on the Bill during its 14th Session.
