A one-day seminar on the fundamentals of National Debt was held for the Members of the National Council at Terma Linca, yesterday. Organized on the request of the Economic Affairs Committee, the session was sponsored by the World Bank.
In the morning, Ms. Genevieve Boyreau, Resident Representative of the World Bank in Bhutan spoke on the fundamentals of debt and how debt affected a country’s economy. The discourse also looked into the need for assessment and framework of debt sustainability to understand debt dynamics. In the afternoon, the Joint Secretary, Ministry of Finance and the Director General, Department of Public Accounts presented Bhutan’s public debt situation and major activities undertaken for debt management. The members of Natural Resources & Environment Committee and a few other members of the National Council had a consultation meeting with an environment specialist from National Environment Commission (NEC) on the Bio-safety Bill 2014 in the National Council’s Conference Hall yesterday.
The Bill was passed by the National Assembly in the last session and is currently being reviewed by the NREC of the National Council to be deliberated in the forthcoming winter session of the Parliament. The Committee has already conducted several rounds of consultative meetings with the relevant stakeholders on the Bill.
As much as the NEC supports the need for such a Bill, they are of the view that the Bill needs to clearly articulate the powers and responsibilities of different agencies involved to avoid duplication, confusion and inefficiency during its implementation. Read More »
