Deliberation on the Property Tax Bill of Bhutan 2022

The 13th Sitting of the National Council resumed with the deliberation of the Property Tax Bill of Bhutan 2022. The Bill was introduced to the House by the Hon’ble Finance Minister yesterday.

Hon’ble Ugyen Tshering of Paro Dzongkhag, Chairperson of the Economics Affairs Committee informed the House that the Committee made few amendments to the Bill. He said that the Committee retained 35 sections of the total 38 sections amended by the National Assembly.

The House had extensive deliberations on the Bill. The Members raised concerns regarding: the tax rate of 0.1% on the taxable land value; revision of Property Assessment and Valuation Agency (PAVA); terminologies; land tax payable for registered Wetlands and Highland Communities; tax payable on traditional houses; payment of taxes on installment basis; penal interest; appeal procedures and the levy of penalties; rules and regulations; and vacant land surcharge tax on specified areas.

While the House accepted most of the proposed amendments, the Committee was asked to revisit the disputed sections and discuss along with the concerned Members.

The Bill will be presented for adoption on Monday, 28th November 2022.
