Question and Answer Session on Thromde and adoption of the Supplementary Budget and Appropriation Bill 2015-2016

Today, the 11th sitting of the 17th session began with a Question and Answer session with the Hon'ble Minister for Works and Human Settlement.

After explaining the background information on the 20 dzongkhag Thromdes and 16 Yenlag Thromdes by Parliament, the Hon’ble Minister Lyonpo Dorji Choden, Ministry of Works and Human Settlement responded to three questions asked by Hon'ble Member Tharchen.

Responding to the question on the preparedness of the Government to finance and provide professional manpower to begin work on urban planning and development in all Thromdes, the Minister said the ministry with its' limited resources and with the support from the World Bank, Asian Development Bank and the Government of India were able to provide road, water supply and local area plans to the thromdes. Lyonpo Dorji said that an estimated 30 Million Ngultrum wss allocated to plan, map and design the remaining 10 Yenlag Thromdes.

With regards to the professional manpower, Lyonpo said that the Ministry has requested the Royal Civil Service Commission for an additional 150 staff.

Lyonpo also added that the Royal Government has considered protecting agricultural lands falling within urban areas. Furthermore on the supplementary questions, she clarified on issues related to satellite thromde, buffer zone and local area plans.

Deliberating on the National Budget for the Financial Year 2016-17, the House unanimously adopted the Supplementary Budget and Appropriation Bill for the financial year 2015-16 with 21 votes.

While deliberating on the sector allocation for FY 2016-17, the members suggested their views on agriculture, education and health sectors.

Tomorrow, the House shall continue to deliberate on Budget and Appropriation Bill for the financial year 2016-17 and Revised Taxes and Levies Bill of Bhutan 2016 followed by a question and answer session with the Hon’ble Minister for Labour and Human Resources.
