Thematic session organized by the Secretariat in collaboration with the UNDP for the Hon'ble Members begins

Dasho (Dr.) Sonam Kinga, former Chairperson of the National Council talked on “the National Council & Balancing the Political Equation” and “ Challenges ahead of National Council” in the thematic session organized by the Secretariat in collaboration with the UNDP for the Honourable Members of the Third National Council.

Presenting a holistic concept on historical background in establishing the National Council as a second chamber after the advent of parliamentary democracy in Bhutan, Dasho (Dr.) Sonam Kinga highlighted on the role of the National Council in balancing the political equation vis-a-vis regional representation, ethnic representation, party representation, executive excesses, legislative excesses, budgetary control, and discontinuities of Legislature. Sharing his experience, he also presented on the challenges faced by the National Council and suggested ways forward in strengthening the institution.

Similarly, in the afternoon Mr. Dorji Penjore, Chief Researcher for the Centre for Bhutan Studies & Gross national Happiness Research (CBS & GNHR) made a presentation on the “Understanding Gross National Happiness”. He talked on the historical origin, concepts of happiness, measurement of happiness and policy application.

The week long thematic sessions for the Honorable Members with the relevant stakeholders started from today. The session is part of orientation programme conducted with an aim to bring the members on a common platform to understand the key domestic policies and other important issues.

The session will continue tomorrow with Royal Court of Justice and Gross National Happiness Commission.
