The State of the Nation Address by the Prime Minister of Bhutan

As per the Article 10(10) of the Constitution, the Prime Minister of Bhutan presented an Annual Report on the state of the nation in the Joint sitting of the Parliament today.

The Hon’ble Prime Minister presented the report highlighting the achievements of key areas of the 11th Five Year Plan and acknowledged the success of it to the farsighted leadership of His Majesty the King, His Majesty the Fourth King, blessings of His Holiness the Je Khenpo, dedication of present and past governments and the people at large.

The Prime Minister outlined the main outcomes of the key areas of security and sovereignty; peace, unity and harmony; rural development; urban development; Economy; Education; Health; Transport; culture; Environment; Good governance and draft 12th Five Year Plan. He reported that the 11th plan had the largest budget outlay of any plan ever with a significant increase of GDP from Nu. 100 billion in 2013 to Nu. 180 billion in 2017 and foreign currency reserve of USD 1.2 billion.

Reporting on the enhancement of the legislative framework, the second parliament enacted 13 laws, amended nine laws and ratified 11 international conventions. The Prime Minister also informed the Parliament that the draft for the 12th Plan is almost complete and has a total budget outlay of Nu. 336 billion.

In his concluding remarks, the Prime Minister acknowledged the success of the 11th FYP and all social-economic development achievements in the country to the extraordinaire leadership, dynamism, vision, guidance, counsel, and support provided by His Majesty the King.

The Hon’ble Speaker thanked the Prime Minister for presenting the report.

The Eleventh Session of the Second Parliament will conclude tomorrow.
