Workshop to develop a strategic roadmap for the 3rd National Council

A 3 day workshop was held from 29th-31st July, 2018 to develop a strategic roadmap for the 3rd National Council. The workshop kicked off with an audio visual recording of His Majesty the King’s addresses to the nation at various occasions & the Hon. Members then reflected on the key messages.

The workshop was conducted mainly to formulate guiding principles for the house to follow along with the identification of issues to be considered by the National Council during the next five years. Members deliberated at length on all these issues and then assigned issues to the different committees based on its relevance.

A total of 129 issues were identified and then screened into 21 categories such as youth related issues, public transport issues, central school related issues, cultural related issues, governance, alcohol and drug issues, land related issues, trade services and economy, tourism related issues, waste management, civil service, optimal usage of resources, financial incentives, power subside policy, ownership of accounts and assets by Bhutanese abroad etc. The need to review certain laws was also identified and felt very necessary.

Each of the committees then sat down and came up with their own tentative work plan which was presented to the plenary for discussion and approval.

In his concluding remarks, the Hon’ble Chairperson thanked the task force members for successful completion of this workshop. The House Committee was entrusted to further look at the issues assigned to respective committees and plan a way forward accordingly. Hon’ble Members were requested to contact their respective committee chairpersons with regard to constituency screening framework which can then be forwarded to house committee for further discussion. The house committee was given two week’s time after which they will present these to the plenary.
