GGC consults Bhutan Narcotics Control Authority

The Good Governance Committee met with Bhutan Narcotics Control Authority (BNCA) officials led by the Director General as part of consultative meetings with various stakeholders to review the issue related to harmful use of alcohol in the country. 

The Chairperson of the Good Governance Committee highlighted the National Council’s overall objective of reviewing the issues related to alcohol, and the importance of understanding BNCA’s (Bhutan Narcotics Control Authority) various activities related to harmful use of alcohol besides its primary mandate of controlling use of drugs and narcotics in the country.  

The Committee also sought update on BNCA’s (Bhutan Narcotics Control Authority) progress with the implementation of National policy and strategic framework to reduce harmful use of alcohol 2015- 2020.

The Director General made a presentation outlining the overall mandate of the Authority, its major activities, challenges/issues faced, and the way forward.

Following are some of the issues discussed during the meeting:

• Serious social concerns over an increasing number of alcohol and drug abusers in the country;
• Need for better coordination among various stakeholders;
• Lack of financial and human resources capacities as the hindering factors for effective implementation of policy and plans;
• Need for multiple interventions at various levels to prevent the abuse of drugs and alcohol;
• Support system for social reintegration of addicts needs to be strengthened.
