GNHC presentation on 12 Five Year Plan

Led by the Director, officials from the Gross National Happiness Commission presented the 12 Five-Year-Plan (FYP) to the Members of the National Council of Bhutan yesterday. 


The overview included the 12th FYP Strategic Framework, Key Result Areas and Targets of Central Agencies, and Resource allocation formula & Capital Grants for LGs.


The Draft 12th FYP and Fiscal Framework was jointly approved on 6-7 December by the Cabinet and GNH Commission with the objective “Just, Harmonious and Sustainable Society through Enhanced Decentralization”. The plan will be executed from 1 November 2018- 31st October 2023. 


The presentation included the National Key Result Areas (NKRAs); Flagship programs; Outlay summary for Central Agencies; Key Result Areas and Targets of Central Agencies; Programs and major activities for ministries; Resource Allocation Formula (RAF) & Capital Grants for LGs, LGKRAs &  KPIs; Programs and major activities; Common Minimum Infrastructures (CMI); LGKRA wise & sector wise budget allocated by LGs; and budgeting, releases & implementation modality for LGs.


Based on the fiscal summary of 11th -12th FYP, the total outlay for the 12th FYP is expected to be around Nu. 310,016.072 Million.


The session concluded with Members seeking clarification on the budget allocation to the dzongkhag, de-cluttering of the transportation system, addressing the youth unemployment in 12th FYP and how the 12 FYP has addressed the lessons & issues from the 11th FYP.
