22nd Session of the National Council begins

The opening ceremony of the National Council commenced today with an offering of Marchang followed by the opening statement by the Hon. Chairperson Tashi Dorji and the follow-up report on the resolutions of the 21st session of the National Council.

The Hon. Chairperson extended a warm welcome to the Hon. Members, Hon. Minister for Health, Deputy Speaker of the National Assembly and other guests present in the august hall.

In his opening statement, the Chairperson said that Bhutan always enjoyed its sovereignty and peaceful existence due to the blessings of Guru Rinpoche, Zhabdrung Ngawang Namgyel and with the farsighted leadership and sacrifices made by the Wangchuck Dynasty.

Further, the Chairperson offered his deep appreciation to His Majesty the Druk Gyalpo and His Majesty the Fourth Druk Gyalpo for their steadfast services and for entrusting the democratic system to the people.

The Chairperson on behalf of the Members and Secretariat conveyed the Council's heartiest congratulations to His Holiness the 70th Je Khenpo for receiving the Highest civilian decoration, the 'Nga Dag Pal Gyi Khorlo' from His Majesty the King on 111th National Day. He informed that we pray for His Holiness continued extraordinary spiritual guidances and blessings.

He also congratulated the Election Commission of Bhutan and the four media reporters of the Bhutan Broadcasting Service for receiving the institutional Thuksey Award and National Order of Merit (Silver) medals respectively during the 111th National Day.

The Chairperson also expressed his appreciation to the four political parties who contested in the primary round of the National Assembly elections and congratulated the Druk Nyamrup Tshogpa for forming the Government and the Druk Phuensum Tshogpa as the Opposition After the general round of election.

Reflecting on His Majesty's address during the 111th National Day, the Chairperson also conveyed his best wishes to the public servants to perform their tasks with greater efficiency, effectiveness and grace.

Finally, the Chairperson reported on the agenda of the National Council. He said various Committees have been reviewing the issues for the past six months which will be deliberated in the House.

Subsequently, the Deputy Chairperson presented the follow-up resolution on the recommendations of the 21st session on the Anti-Corruption Commission annual report 2017. He reported that the House is satisfied with the the responses received from the respective offices.

The House will resume on 7 January 2018 and deliberate on the interim review report on the Harmful Use of Alcohol in the Country by the Good Governance Committee.
