Special Committee for TVET submits its interim review report

The 3rd sitting of the National Council was presided over by Hon. Jigme Wangchuk, Deputy Chairperson of the National Council. The Hon. Members of the Special Committee for TVET submitted its interim review report. The report encapsulated a brief background, approaches, preliminary observation/findings and way forward.

Reflecting on the importance of TVET in overall socio-economic development process, Hon. Member Phuntsho Rapten, Chairperson of the Special Committee stressed that despite significant support and investment into the TVET sector, it faces challenges of access, relevancy and quality of skills.

Based on the findings, appropriate strategic interventions will be explored to recommend to the government as the way forward in the following session, said the Chairperson of the Committee.

Subsequently, the members of the Committee presented the major preliminary findings that obstruct the development of the TVET sector which are; Lack of TVET policy stewardship; Inadequate attention on developing professional TVET services; Partial implementation of Bhutan Vocational Qualifications Framework (BVQF); weak TVET- industry linkages; and lack of adequate financial and human resources.

While presenting the findings and observations, the Committee members also highlighted that the youths in general do not prefer employment in the TVET sector and lack self-confidence. They stated that the TVET graduates are de-motivated in the sector as they face difficulty in upgrading their educational qualification and career progression.

They also reported on what the trainees learn and the equipments they practice on in the training institutions have become irrelevant and obsolete as compared to the current advanced technology and know-how.

Twelve Hon. Members shared their concerns on various issues and submitted their suggestion to supplement and support the review report of the Committee. 
The session concluded with the Hon. Deputy Chairperson expressing his appreciation to the officials of Ministry of Labour and Human Resources for observing the deliberation.
