Finance Minister Presents 12th FYP

The morning session started with the Minister for Finance Lyonpo Namgay Tshering presenting the 12th Five-Year-Plan (FYP) to the National Council of Bhutan.

Introducing the 12th FYP, the Minister underlined the objective of the Plan which is set as “Just, Harmonious and Sustainable Society through enhanced Decentralization”. He informed the House that the total outlay of the plan is Nu. 310 Billion (B), of which, Nu. 193 B constitute current expenditure and Nu. 116 B comprise capital budget. The 12th FYP commences coinciding with the government’s tenure – from November 1, 2018 to October 31, 2023 and it has been resolved that the future FYPs will be aligned to the incoming Government’s tenure.

The strategic planning framework for the 12th FYP are defined as the National Key Result Areas (NKRAs) at the National level, Agency Key Result Areas (AKRAs) at agency level and Local Government Key Result Areas (LGKRAs) at local government level. In order to achieve the results, Flagship Programs, Central and LG Programs will be implemented.

There are seventeen NKRAs identified to help achieve the Plan objective. A lead agency and collaborating agencies are identified for the achievement of each NKRA. The progress and the result of each NKRA will be measured through its Key Performance Indicator (KPI).

The Hon’ble Members sought clarifications and justification on the key strategies and programs of the various NKRAs and the subsequent targets of the Plan.
