Deliberation continues on 12th FYP

The House continued with the deliberation on the remaining fourteen National Key Result Areas (NKRAs), the House also discussed on the Local Government Key Result Areas, fiscal outlook and resource allocation framework, capital outlay by sector and plan implementation, monitoring and evaluation of the 12th FYP.

Commenting on the NKRAs strategies, programmes and indicators, Members shared their suggestions and comments related to promoting and preserving cultural heritage, strengthening the quality of education and healthy ecosystem and services, improving food and nutrition security, exploring efficient public transport service systems, strengthening the production and productivity of food, improving the turnaround time of the offline G2C services, and increasing the national target of women’s representation in the parliament and local government amongst others.

The recommendations suggested by the members will be reconsidered and finalized during an in-house meeting on Monday. The House will adopt the 12th FYP along with the recommendations in the final deliberation.

Question Hour Session

In the question hour session with the Ministry of Education, the House raised concern on TVET programmes and related issues to ensure there is no duplication of their programmes with the MoLHR’s TVET programmes.

In response to the questions, Hon. Minister JB Rai reported the current situation and challenges faced in strengthening the education system with the advancement of the country. He reported that the TVET system has a clear pathway towards development within the vocational field and further stated that the Ministry’s TVET programmes are different from the MoLHR’s. Further, accepting the challenges in terms of physical infrastructure and professional trainers, he said that the ministry will work in collaboration with relevant stakeholders for the preparation of the programmes.

In subsequent question hour session with the Minister for Agriculture and Forest, the House sought clarification on the coordination in implementing the farm road construction guideline to ensure the quality of the farm road in the 12th FYP; and strategy identified by the government to ensure the quality of farm road is not compromised over quantity and that the people have access to functional farm roads throughout the year.

To this, Hon. Minister Yeshey Penjor, Ministry of Agriculture and Forest shared the estimated expenditure incurred in renovating and constructing new roads in the 12 FYP, and he also reported that the current government has allotted sufficient budget for quality road networks in the country.
