National Council adopts the 12th Five-Year- Plan
In the seventh sitting, the House unanimously adopted the 12th FYP. Twenty-two recommendations were adopted with the show of hands by the Members in the sitting.

The Deputy Chairperson informed the House that with the intent to support and achieve the national goals for the benefit of the people and nation, the House has exhaustively deliberated the plan document.

Initially the members proposed thirty-eight recommendations in the two-day deliberation of the plan document, however twenty-two recommendations were finalized during the in-house meeting conducted yesterday, reported the Deputy Chairperson.

Hon. Member Ugyen Namgyal submitted the details of the recommendation for adoption.

The following were the recommendations:
• Use GNH policy screening tools in the plans and programmes of national importance
• Include the interim government’s tenure in the FYP for the continued implementation of development activities
• Submit detailed objective and plans of the flagship programmes to the parliament 
• Increase the current target percent of Annual Real GDP Growth to seven or more
• Create enabling policies and Act regarding tourism to promote equal regional development and to improve infrastructure tourist sites
• Provide free nutritious lunch to all the students of the identified schools
• Enact Culture Act, rules and regulation to preserve and promote culture and traditions
• Provide appropriate compensation to those affected by wild animals
• Provide suitable compensation to those inhabiting in the park areas for forgoing developmental activities
• Consider the final recommendations proposed by the National Council to strengthen the quality and skills in the TVET sector 
• Ensure land substitution or appropriate compensation to those affected by developmental activities of the government
• Allocate enough budget to increase domestic production and productivity of cereals and vegetables
• Prioritize strategies and programmes to promote and increase employment opportunity in the private sectors
• Provide adequate human resources in the Local Governments to strengthen the decentralization process
• Decrease the targeted suicide rate from <12 to <10
• Establish rehabilitation centers in other dzongkhags
• Allocate adequate budget for the provision of legal aid services to indigent persons 
• National Council to review not only the 17 inconsistent act as reflected in the 12FYP but also include enactment of new laws and review of policies
• Provide objectives for set target of the justice services and public satisfaction in justice services
• Include distance of transportation for resource allocation formula criteria in dzongkhag; and
• Include Tashibi Chiwog under Zhemgang Dzongkhag in the list of construction of farm road.

The House was chaired by Hon. Deputy Chairperson. The recommendations will be forward to the Government for approprate action.

Tomorrow, the House will deliberate on the Budget and Appropriation Bill 2018-2019 followed by Question Hour session with Hon’ble Minister for Economic Affairs
