16th Sitting; Deliberation on Recommendations of the Ad-hoc Committee on Pay Revision Bill of Bhutan 2019

The House deliberated on the recommendations of the Ad-hoc Committee on Pay Revision Bill of Bhutan 2019. The members shared their views on some of the sections and sought clarification from the Committee.

Hon. Member Nima, Chairperson of the Ad-hoc Committee for the Pay Revision briefly reported on the observation of the Committee and presented the general recommendations as follows;

1. Streamline the process of tabling through enactment of Pay Commission Act and amendment of Public finance (Amendment) Act 2012, and National Assembly Act 2008;

2. Initiate dialogue between two Houses on the process;

3. Index pay revision to cost of living /inflation;

3. Pay raise through deficit financing (T-Bills);

4. Streamline guidelines for allowances by setting objective criteria-overall impact assessment;

5. Sources realization to be decided through setting of realistic target and timeline, and shared with the House: the overall budget provision for salary raise recommended by the pay commission has been ignored; and

6. Salary pay scale to be linked to the order of precedence

In deliberating the Bill in detail, the House adopted the pay scale as per the Committee’s proposal. Hon. members pointed out that the allowance and benefits are focused on teachers and health sectors and they proposed others sectors to be included as well. The Chairperson reminded the members that the increase has to be within the proposed budget ceiling. Therefore, further consultation had to be carried out amongst the members whether the proposal merits consideration.

The final proposal will be adopted tomorrow.
