23rd Session Concludes with Tashi Moenlam

The House conducted its AoB on issues related to education this morning followed by the closing ceremony of the 23rd Session of the National Council of Bhutan in the afternoon today. The House unanimously adopted three recommendations to the issues related to education with all the 20 members present voting in favour.

Hon'ble Sangay Dorji shared concerns on the Government’s decision to remove cut-off points for Class X students who appeared for Board Examinations in 2018 and onwards.

He said that following the government’s decision to remove cut-off point for Class X students, the National Council wrote to the government expressing its deep concern over the particular decision highlighting the lapses and legitimacy of this policy. He said that National Council asked questions to the Hon'ble Minister of Education during one of the Question hour Sessions regarding the issue.

He informed that unsatisfied with the responses provided by the Hon'ble Education Minister, the House agreed to re-deliberate on this issue and submit follow up recommendations to the government.

The House, concerned with the absence of a comprehensive and holistic study for the implementation of this policy, breach of protocol for policy formulation and possible unsustainability of such ad-hoc decision in the long run, unanimously agreed to submit the following three recommendations to the government:

1. Initiation for enactment of the National Education Act of Bhutan;

2. Prioritization and urgent approval of the draft National Education Policy;

3. Reconsideration for the conduct of a thorough impact analysis of the removal of cut-off point for Class X students

The closing ceremony in the afternoon was attended by the Hon’ble Prime Minister, Hon'ble Speaker of the National Assembly, Cabinet Secretary and other senior government officials.

In his closing statement, the Hon'ble Chairperson mentioned that the house during this session passed the Impeachment Procedure Bill, Minister and Minister Equivalent Post Holders’ Entitlement Bill, Ratified Amendment to the Montreal Protocol on Substances that deplete the Ozone Layer, and Air Service Agreement between Bhutan and the United Arab Emirates under legislative issues. He said that the National Council also deliberated on the Pay Revision Report, Budget and Appropriation Bill 2019-2020 and the Annual Anti-Corruption Report.

The Chairperson highlighted that the National Council reviewed issues related to Technical and Vocational Education and Training (TVET), Harmful Use of Alcohol and Fronting under policy issues. The Chair then informed the general public about the successful conduct of Question Hour session with Seven Cabinet Ministers including the Hon’ble Prime Minister in the current session.

Lastly, the Hon'ble Chairperson expressed his deepest gratitude to His Majesty the Druk Gyalpo and His Majesty the Fourth King for their advice and guidance and His Holiness the Je Khenpo and the Zhung Dratshang for their prayers and blessings for the successful completion of the Session. He also thanked the Hon'ble Members and the Secretariat staff, officials of the Department of National Properties, security personnel and media for rendering their support.
