Opening ceremony of the 24th Session of the National Council

His Majesty the King graced the opening ceremony of the third session of parliament in the morning.

Later in the afternoon, the National Council carried out the 24th session of the National Council of Bhutan with the offering of Marchang, followed by the opening address by the Hon’ble Chairperson.
The Hon’ble Chairperson on behalf of the House welcomed and extended his greetings to the guests present and those tuning in through various media.
With utmost sincerity, the Chairperson offered his deepest gratitude to His Majesty The King for the announcement made during the 112th National Day about the expected second Royal Birth and offered prayers for the good health of Her Majesty the Gyaltsuen.
He also expressed his appreciation to His Majesty’s noble vision to institute the Gyalsung, national service programme aimed towards empowering the youth. 
Further, he expressed gratitude for strengthening international relationships by paying Royal visits to Japan, England and the United States of America.
Upholding the profound advice of His Majesty the King, the Chairperson ensured that the National Council will work collectively towards developing a clear economic roadmap for the 21st century in fulfilling its mandate. He further submitted his gratitude for His Majesty’s unwavering guidance and advice in fulfilling the roles and responsibilities of the House.
Highlighting the agenda of the 24th Session, the Chairperson informed that the House will deliberate on the Lhengye Zhungtshog Bill of Bhutan 2020 (New Bill) and the Entitlement and Service Conditions (Amendment) Bill for the Holders, Members and Commissioners of Constitutional Offices of Bhutan 2020. The House will also deliberate on the Civil and Criminal Procedure Code (Amendment) Bill of Bhutan 2019 and the Penal Code (Amendment) Bill of Bhutan 2019 passed by the National Assembly in the last Session. Further, the House will re-deliberate on two legislative Bills along with the money-related Bills.
The policy issues include the review reports on the Program Initiatives towards improving the Quality of Education; Policies related to Vehicle Imports, Legislation and Strategies for addressing Human Trafficking; and Interim Review Report on RNR Marketing Policy and Strategies.
In conclusion, the Chairperson sought guidance and prayers for the successful completion of the 24th Session of the National Council with the continued advice and guidance of His Majesty The King, blessings of His Holiness the Je Khenpo and the support of the people.

Tomorrow, the House will resume with the deliberation on the follow-up reports on resolutions of the 23rd Session.
