The House deliberated on the Pay Revision (Amendment) Bill of Bhutan 2020 followed by deliberation on the Supplementary Budget Appropriation Bill Financial Year 2019- 2020.

The Pay Revision (Amendment) Bill of Bhutan 2020 was deliberated in the National Council today. The Social & Cultural Affairs Committee (SCAC) was assigned to review the Bill.

Highlighting the background on the amended sections Hon’ble Ugyen Namgay, Deputy Chair of Social and Cultural Affairs Committee, presented the Committee’s recommendations on the Pay Revision (Amendment) Bill 2020 to the House for deliberation. He reported 11 recommendations, of which the Committee accepted three sections amended by the National Assembly, 4 sections from the original Bill with minor changes, and two amended by the Committee.  However, he reported that the Committee could not come to a consensus on section (42) and (56) which is on the designated duty vehicle for Dzongdag and the Children Education Allowance.  

While adopting most of the recommendations of the Committee, the Thrizin directed the committee to re-deliberate the disputed sections. Some Members also recommended the need to segregate the allowance for porter and pony rather than the provision of lump-sum amount for the same.

Members also shared general concerns on the fundamental principle of amending the Pay Revision Act which occurred for the first time, and they recommended to have a set procedural/criteria in place to avoid such cases in future.

The Supplementary Budget Appropriation Bill Financial Year 2019- 2020 was also deliberated in the National Council today.  The House assigned the Bill to the Economic Affairs Committee for review.

In deliberating the Supplementary Budget Appropriation for FY 2019-20, many Members expressed reservations on the supplementary budget to the National Assembly for Parliamentary Committees and the secretariat services. They questioned its legitimacy and shared concerns of conflict of interest. Consequently, the House decided to repeal the section and assigned the Committee to prepare Bill for final adoption.

Tomorrow, the House will adopt the Pay Revision (Amendment) Bill of Bhutan 2020 and the Supplementary Budget Appropriation Bill Financial Year 2019- 2020. The House will also deliberate on the Goods and Services Tax Bill 2020.
