NC adopts Supplementary Budget Appropriation Bill 2019-20 and Pay Revision (Amendment) Bill 2020

The House adopted the Pay Revision (Amendment) Bill of Bhutan 2020 and the Supplementary Budget Appropriation Bill Financial Year 2019-2020.

Hon’ble Ugyen Tshering, Chair of Economic Affairs Committee, presented the Committee’s submission on the Supplementary Budget Appropriation Bill 2019-20 to the House. He reported that the House accepted all the recommendations of the National Assembly except for the proposed supplementary appropriation of Nu. 5 million for the Parliamentary and Secretariat Services. Acknowledging the importance of adequate budgetary support for the effective functioning of the National Assembly, the Members were concerned of the breach of established procedures and conflict of interest associated with such a proposal.

Therefore, the House recommended the National Assembly to withdraw the proposed supplementary appropriation for Parliamentary Committees and Secretariat Services.

With a total attendance of 22 Members present and voting, the House unanimously adopted the Supplementary Budget Appropriation Bill 2019-20. The Bill shall be forwarded to National Assembly with the recommendation.

Similarly, Hon’ble Ugyen Namgay, Deputy Chair of Social and Cultural Affairs Committee, presented the Committee’s recommendations on the Pay Revision (Amendment) Bill 2020.

The Committee’s recommendations were on the commencement, designated duty vehicle for Dzongdag, Children Education Allowance, and the new sections regarding the power to amend the Act and segregation of porter and pony charges. The House adopted the Pay Revision (Amendment) Bill 2020 with 20 ‘Yes’ votes and 3 ‘Abstain’ votes from a total of 23 Members present and voting.
