Public Accounts Committee Presents its Review Report on RAA’s Annual Report 2018 to the Joint Sitting

Hon’ble Phuntsho Rapten of National Council, Chair to the Public Accounts Committee, presented review report on the Annual Audit Report  2018 to the Joint Sitting of the Third Session of the Third Parliament today. 

The Report consists of three chapters which included the  Synthesis of the Annual Audit Report 2018; Follow up on Review Reports of AAR 2010-2017; and  Follow up of past resolutions relating to Financial Audits. The Committee also presented its  observations, findings and recommendations. 

While deliberating on the findings and recommendations made by the Committee,  Members questioned if the award of the 5% of the total performance evaluation score to encourage full utilization of capital budget would achieve the desired results.   

Concerns were also raised on recurring reports of embezzlement, corruption, excess payments, advance booking of expenditures, high irregularities in the Dzongkhags and the need to strengthen the capacities of the employees and placement of internal auditors in the agencies and in the Dzongkhags. 

The Members supported the committee recommendations to institute corrective measures and review capacity of internal audit units, government to support capacity building and strengthen overall efficiency and professionals in the Dzongkhags, correct the current practice of fixing direct and supervisory accountability by also fixing accountability on the Head of the Agencies.  

The House endorsed the two recommendations made by the Committee on Chapter 1 on general consensus by show of hands and will continue deliberation on recommendations made by the committee on Chapter 2 and 3 tomorrow.
