Hon’ble Members of the Good Governance Committee (GGC) of the National Council and the National Assembly met today to deliberate on the Anti-Corruption (Amendment) Bill of Bhutan 2021. The Committees discussed and debated on the provisions amended by the National Assembly.
Hon’ble Members shared views and opinions on the proposed amendment of the Anti-Corruption Commission, and background and rationale of the amendments made by the National Assembly. The Meeting extensively discussed on issues relating to organizational and HR independence of the Commission, constitutionality of prosecution by the Anti-Corruption Commission, importance of check and balance mechanism for the Office of the Attorney General as a prosecuting agency, seizure and confiscation of properties during pendency of the trial, and provision of compensation and damages on acquittal. It was also discussed on Memorandum of Understanding (MoU) between ACC and OAG and requirement of strong institutional coordination.
The Committee Members reiterated on the importance of such consultative meeting and understanding between the two Houses. It ended with assurance of commitment from both the Committees to exchange views and opinions on any Bill to have quality legislation.
