GGC Conducts Consultative Meeting with BTI on the Anti-Corruption (Amendment) Bill of Bhutan 2021

The Good Governance Committee (GGC) of the National Council held its consultative meeting with the Bhutan Transparency Initiative (BTI), a Civil Society Organization to discuss on the Anti-Corruption (Amendment) Bill of Bhutan 2021. Six Officials from the BTI led by Hon’ble Chairperson of the Board, Lyonpo Dr. Kinzang Dorji attended the Meeting. 

Dr. Rinzin Rinzin, Executive Director of BTI shared its proposal on the amendment with justification and rationale of such proposal. The Meeting discussed at length on the amendments made by the National Assembly and proposals of BTI.

The Meeting had thorough discussion on issues relating to independence of the Anti-Corruption Commission in its organizational structure, importance of coordination and collaboration between ACC and CSOs like BTI, constitutionality of prosecution by ACC, legislation of Witness Protection Act, treatment of frozen or seized assets, position of unexplained wealth, requirement of an Act or Rules on Asset Recovery, and Right to Information Act. 

The Committee acknowledged that such proposal and discussion will facilitate understanding of the Bill from broader perspective and assured that it will be taken into account in the Committee discussion.
