10th Sitting: Adoption

As per the rules of procedure of the National Council (2016) as prescribed under chapter 16 - voting in the National Council, the House voted and adopted the the Anti-Corruption (Amendment) Bill of Bhutan 2021,Customs Duty (Amendment) Bill of Bhutan 2021, Tax Bill of Bhutan 2021, Goods and Services Tax (Amendment) Bill of Bhutan 2021, Fiscal Incentives (Amendment) Bill of Bhutan 2021, and ratified the Preferential  Trade Agreement Between The People's Republic of Bangladesh and the Royal Government of Bhutan.

 

Hon’ble Member Surjaman Thapa, Chairperson of the Good Governance Committee (GGC) informed the House on the various review works conducted by the Committee in preparation for the final adoption and submitted the Anti-Corruption (Amendment) Bill of Bhutan 2021 for adoption. The House with the show of hands adopted all the 41 sections proposed for amendment by the Committee. 

 

The House adopted the Bill with 18 “YES” and 2 ‘ABSTAIN’ of the 20 members present and voting. The Bill shall be forwarded to the National Assembly along with the amendments. 

 

Hon’ble Member Ugyen Tshering, Chairperson of the Economic Affairs Committee submitted the Customs Duty (Amendment) Bill of Bhutan 2021 for adoption with a brief report on the review work. The House with the show of hand adopted the Committee proposal and  unanimously adopted the Bill with 20 members present and voting. The Bill shall be forwarded to the National Assembly. 

 

The Committee Chairperson presented the Tax Bill of Bhutan 2021 and Goods, Services Tax (Amendment) Bill of Bhutan 2021 for adoption  also reported that  as per the directive of the House, the Committee also carried out the review work and made necessary amendments. The House with the show of hand adopted the amendments proposed on the bills, and unanimously adopted both the Bills. The Bills shall be forwarded to the National Assembly along with the amendments. 

 

Similarly, in submitting the Fiscal Incentives (Amendment) Bill of Bhutan 2021 for adoption, the Members with a show of hand adopted the amendments proposed by the Committee. The House adopted the Bill with 16 ‘YES’ , 1 ‘NO’ and 3 ‘ABSTAINED’ with 20 Members present and voting. The Bill shall be forwarded to the National Assembly. 

 

Finally, reporting on the benefits of the agreement to both the countries, the EAC Chairperson submitted the Preferential  Trade Agreement Between The People's Republic of Bangladesh and the Royal Government of Bhutan for ratification. 

Adopting all the provisions  of the Agreement with the show of hands, the House unanimously adopted the Bill with 20 members present and voting. The agreement shall be submitted to His Majesty The Druk Gyalpo for Royal Assent.
