Press Release on the Agenda of 18th Session

The 18th Session of the National Council of Bhutan shall commence on November 10 and will conclude on December 8, 2016. 

The House will start its deliberation with the follow-up on the resolution of the 17th Session, report on National Assembly’s acceptance on National Council’s budget recommendations and Dzongkhag Tshogdu Issues, if any.  The other agenda include two legislative issues, six policies issues and one international agreement.

The follow- up report on the resolution of the 17th session includes recommendations on Foreign Workers and Illegal Immigration; recommendations on Annual Anti-Corruption Report, recommendations on Implementation Status of Acts passed by the Parliament and recommendations on Strategic Minerals that was passed in the 17th Session National Council.

On the legislative issues, the Legislative Committee has been tasked with the review of Customs Bill of Bhutan 2015 and the Foreign Affairs Committee has been reviewing the Civil Aviation Bill of Bhutan 2015.

The 18th Session will also deliberate on series of policies issues which the committees have been working since last session. Following are the policy issues assigned to the relevant committees: 

· Agricultural related issues;  Natural Resources & Environment Committee 

· Education related issues;      Special Committee

· Performance audit report of GDG; Good Governance Committee

· Public Procurement system;  Good Governance Committee 

· Social issues (Teenage pregnancy sexual harassment  and sexual harassment ) ;  Social and Cultural Affairs Committee ; and

· Cultural issues (Architectural design, local dialects & performing arts) Social & Cultural Affairs Committee .

The Legislative Committee shall also present its report on the Motor Vehicle Agreement of the Passengers, Cargo and Vehicular Agreement between the Bangladesh, Kingdom of Bhutan, India and Nepal.
