10th Sitting: Deliberation on the Cattle Tax Exemption Bill 2024
The
Economic Affairs Committee (EAC) presented the Cattle Tax Exemption Bill of
Bhutan 2024 to the House for deliberation. The Bill, passed during the 2nd
session of the 4th Parliament of the National Assembly, was forwarded to the
National Council for further review. The EAC was tasked with reviewing the
Bill.
Hon’ble (Dr.) Jamyang Namgyal provided an overview of the Bill, highlighting its background, amendments made by the National Assembly, and the committee’s recommendations. He explained that the Bill seeks to waive the cattle tax imposed on livestock such as Mithun, cows, yaks, buffaloes, horses, donkeys, goats, and sheep. The proposed exemption aims to stimulate agricultural growth, enhance livestock productivity, and improve the livelihoods of farmers and highland communities.
The National Assembly amended seven provisions and repealed one. The EAC accepted all the provisions amended by the NA, including the provision that was repealed.
During the deliberation, the House supported the recommendations proposed by the committee. However, the House directed the committee to revisit certain provisions that require revision. The final Bill is scheduled to be adopted on December 3, 2024.
Tomorrow, the House will deliberate on the review report on the state of media in Bhutan.
